Unlock 5.0: Cinema Halls and Swimming Pools to be Opened

Unlock 5.0. Keeping in mind the current situation of COVID-19 the Ministry of Home Affairs has released the detailed guidelines for Unlock 5.0 which will be active from October 1st, 2020.

The ministry has told that there would be a few relaxations over the restrictions pertaining to the current situation keeping the contaminated zones in consideration.

We have observed that in the past few days the state governments have resumed activities which include the functioning of the colleges to conduct examinations, metro rail, opening religious places, restaurants, hotels and bars, and also public transportation.

The new guidelines for Unlock 5.0 include:

• Reopening of the cinema theaters and multiplexes with only 50% of seating capacity. The Ministry of Information and Broadcasting will be issuing the SOP (Standard Operating Procedures) about how the theaters should operate and conduct daily activities.

• Swimming pools to be opened for training of the sportspersons. The Ministry of Youth Affairs and Sports will be issuing the guidelines as to how the training at the centers must be conducted following the guidelines.

• Entertainment center’s and parks will be opened for the public. The Ministry of Health and Family Welfare will be issuing the sops for proper functioning.

• The Department of Commerce will also be issuing the guidelines and sops for resuming the Business to Business exhibitions which used to be conducted.

The State governments are given the flexibility overtaking the decisions over re-opening the schools and coaching centers after October 15th keeping in consideration the current situation but the distant learning/online learning will be continued for the students and students can choose between physically attending the school or continue distant learning and this will be entirely dependent over the parent’s concern which will also include the consent over the attendance.

If the State Governments are deciding to open the schools and educational institutions then they must create their own SOP’s for functioning which will be based on the one’s issued by the Ministry of Education, Government of India.

The decision over re-opening the Colleges and Higher Educational Institutions will be dependent on the decision from the Ministry of Home Affairs until then the online teaching/distant learning procedure will continue.

The Governments of Tamilnadu and Maharashtra have extended their lockdown until 31st of October. This Unlock 5.0 will be very important and crucial as it includes the religious festivals like Durga Pooja and also the Bihar Assembly Election is scheduled on the 28th of October.

The government is also taking precautions and working over the guidelines for smooth functioning of the day to day activities.
